The measure was taken by Corpoguajira after verifying the presence of three satellite solid waste dumps (two located in the rural perimeter of Albania and one in its urban area) operating without compliance with the requirements established in environmental standards.
According to the investigations carried out by this Corporation, In the satellite dumps, a high degree of contamination was evident due to accumulation and burning of solid waste without any supervision., among which domestic waste could be identified, debris, tree pruning, tires, chairs, wood, inter alia; generating disease vectors, such as rodents and insects; the same as offensive odors caused by decomposition of waste left in the place.
Once the respective defenses have been presented by the Municipality of Albania, Corpoguajira clarified that the charges made to the territorial entity were not due to the direct construction of the satellite dumps, and also emphasized the responsibility of municipalities to ensure adequate disposal of solid waste produced in the urban area., townships and hamlets, ensuring that current environmental standards are met at the final disposal site or landfill.
After analyzing the documents provided as evidence by the Municipality of Albania, Corpoguajira determined that they do not refute the charges formulated by order 224 of 2011, since there is no evidence of actions to eradicate the three satellite dumps that are the subject of the investigation..
The sanction was made official through the Resolution 00582 the 16 May 2012, The appeal for reconsideration is filed against it within five business days following notification of the administrative act., process that took place in the past 5 de junio.
