La Jagua del Pilar, Urumi, El Molino, Distracción, Barrancas and Albania, are the last six, of the fifteen characterized municipalities that allows knowing the legal status of the UPM Small Mining Units, according to agreement number GGC 147 of 2015 .

In the stage that contemplates the characterization, It was evident that in the aforementioned municipalities there are 219 Mining Production Units, the vast majority of which are dedicated to the extraction of clay for the manufacture of bricks, In second place is the extraction of trawl material (arena, gravel and stone) others specialize in obtaining limestone, fenced off, copper, inter alia, that are fulfilled without due formalization.
It is said that a Small Mining Unit , It is formal when: has a mining title, awarded by the national mining agency, has the environmental instrument that applies, issued by the competent environmental authority (licenses, permissions etc), that complies with all the social security standards required for the extraction of the product and that is governed in accordance with the Work Plan or work( PTO) directly related to product quality and technique.
Failure to comply with any of the above requirements, generates a situation of informality that is not consistent with the national policy of mining formalization aimed at improving technical conditions, legal environmental, economic, and social of the small producer.
