It is a public corporate entity, created in 1983, attached to the National Planning Department, by decree 3453.

In its first years it adopted as a strategy to develop its functions, the realization of inter-institutional agreements and the formulation of its master development plan, focused administration, control, protection of natural resources and support services for Territorial Entities and indigenous communities.

To expedite the provision of services of the Corporation in the southern part of the department, It was created in 1985 a Territorial Headquarters in the municipality of Fonseca, where many of the activities that take place in this area of ​​La Guajira are concentrated..

Through the Law 99 of 1993, Corpoguajira was granted administrative and financial autonomy, own assets and legal status. Today it executes policies, planes, programs and projects on the environment and renewable natural resources; complying in a timely manner with current legal provisions, accordance with the regulations, standards and guidelines, issued by the Ministry of Environment.
