The Tapias and Cañas rivers (Riohacha and Dibulla), They constitute a substantial part of the department's water network and are of great importance for the development of the region.. However, for not having a management plan, These basins are affected in the quality and availability of the liquid, becoming recipients of both domestic and industrial and mining wastewater.
In this sense, Regional Autonomous Corporation of La Guajira, as administrator of natural resources and highest environmental authority of the department, socialized with the Matitas community (Riohacha) and Mingueo (Dibulla), the formulation of the Water Resources Management Plan for these basins; which is in the diagnostic phase.
In accordance with the studies and control and monitoring reports carried out by the Corporation, The Tapias and Cañas rivers present similarities in some of the generalities, such as: el 95 % of its main beneficiaries do not have the use of water legalized before Corpoguajira, The basins have erosion problems, especially in the lower part and the collection infrastructure is inadequate, incomplete and deficient.
With the organization of these rivers, will allow planning sustainable exploitation and use in quality and quantity with a regional vision, economic efficiency and social equity, preventing conflicts between users over access to the resource and guaranteeing its sustainability for future generations.
In accordance with the provisions of the decree 3930 of 2010, Environmental Authorities must organize water resources in order to classify water flows., its quality, quantity and possibilities of use.
