The Ten-Year Plan is the roadmap that will guide a course with relevance to work processes in the department Environmental Education. For its formulation, it has had the support of expert professionals from the Subdirectorate of Education and Participation of the Ministry of Environment and Sustainable Development., who have trained the Corpoguajira team responsible for advancing the implementation of educational strategies aimed at caring for the environment.

For this, recognition of the state of the art is necessary., what exists on the topic, that must be provided by the mayors through their mayors and the CIDEA (formally organized), through the exercise of participatory management within the framework of compliance with the Law 1549 the 2012.

The first step in the construction of the ten-year plan 2018- 2028, was the signing of the memorandum of understanding that commits public and private inter-institutional efforts to materialize the plans, programs and projects that will be applied in environmental education and that also offer protection for the educational-environmental processes that are carried out within the framework of this alliance.

The memorandum of understanding is valid for 5 years and was signed between the Minister of Environment and Sustainable Development, the Rector of Uniguajira, the Director of Corpoguajira and the representative of the temporary assumption of education of La Guajira.
