Arcesio Romero Pérez, General Manager Corpoguajira, was appointed to represent the Caribbean region, before the Board of Directors of the National System of Protected Areas (SNAP).

The selection was made by the Regional System of Protected Areas of the Colombian Caribbean (SIRAP CARIBE).

SINAP is the set of protected areas, social actors and management strategies and instruments that articulate them, to contribute as a whole to the fulfillment of the country's conservation objectives. Includes all public governance protected areas, private or community and within the scope of national management, regional o local.

To consolidate SINAP as a representative system, comprehensive and effectively managed, The determining elements in its formation are:

1. The competent authorities of the different levels of management;

2. Natural or legal persons, public, Private, mixed or community, represented in the different forms of government of the categories of protected areas.

3. The regional systems and the subsystems derived from them in accordance with the criteria determined by the National Natural Parks Unit. The different types of subsystems or levels of management of protected areas at national levels, regional, departmental, municipal, provincial, metropolitan or any other territorial nature that is established, but that will have as a permanent reference a national system coordinated by the Parks Unit.

4. The various categories of protected area management that make up SINAP.

5. The instances and mechanisms of coordination and articulation of the SINAP between the different actors, and the interactions between these.

6. The principles, fines, environmental rights and duties contained in the Political Constitution.

7. The instruments for developing environmental policy in this matter, like the rules, the planning, economic instruments, financial, Legal tools for conservation on privately owned lands, the information, training, education, outreach and research, inter alia.

In accordance with the Decree 2372 of 2010, in order to guarantee harmonious operation, comprehensive and coordinated of the National System of Protected Areas, A National Council of Protected Areas will be formed, which will be made up of the Minister of the Environment, Housing and Territorial Development or the Vice Minister of the Environment acting as his delegate, as President; the Director of the Special Administrative Unit of the National Natural Parks System in his capacity as Coordinator, the Director of Ecosystems and a representative designated by each of the regional subsystems of protected areas.

Some of the functions that Romero Pérez will support, as part of the National Council of SINAP are:

a) Recommend the adoption of strategies that allow harmonizing the management of protected areas in the different management areas, as well as the other components of the National System of Protected Areas.

b) Socialize and discuss policies internally, rules and procedures, related to SINAP.

c) Formulate recommendations on plans, SINAP programs and projects that are presented for your consideration, in order to guarantee coherence and coordination in its formulation and implementation.

d) Recommend guidelines for coordination with environmental authorities, territorial entities, authorities and representatives of ethnic groups, non-governmental and community organizations, and individuals, strategies for the formation, development, operation and consolidation of this System.

and) Evaluate the progress in the consolidation of the National System of Protected Areas and make any recommendations that may arise..

f) Recommend monitoring schemes to SINAP to verify compliance with national conservation objectives and goals..
