The Regional Autonomous Corporation of La Guajira, presented in public hearing before the community in general, the public and private sector, non-governmental organizations and control entities; the entity's accountability and its management report 2011.

In the event, held in the Corporation auditorium, The report on the achievements achieved by the environmental authority of La Guajira during the previous year was shared with the attendees., financial information, general aspects related to the management of Corpoguajira and a complete report of the works being carried out in terms of risk management.

“Our environmental management, shows once again the commitment we have with the inhabitants of La Guajira. “At the Corporation we have made significant progress in the execution of our institutional programs to contribute to the construction of an environmentally sustainable region”, Manifesto Arcesio Romero Perez, General Manager Corpoguajira.

In this activity, Romero Pérez, detailed the most significant achievements of the entity during the previous year, among them:

Advances in Risk Management for disaster prevention and response, highlighting the formulation of the Action Plan for Emergency Response and Mitigation of its Effects, which has been executed in a 73.54%. Strengthening the Early Warning System Office. Permanent monitoring and follow-up of the El Niño and La Niña phenomenon and its influences on La Guajira and the execution of gabion protection works for the recovery of the Paraguachón rivers, Reeds, Sherry, Mariamina and Arroyo El Mamey.

Regarding actions for the conservation of watersheds, four were declared in Ordination: Jerez river, Lagarto – Maluisa, Negro y San Salvador. The reforestation of 422 hectares naturally, meanwhile 5.076 were protected for natural regeneration in the conservation of watersheds. In this component, they declared 8.494 hectares whose management plans are in execution.

On the other hand, the highest environmental authority invoiced during the first semester of 2011 but from $327 millions per polluting load discharged. Monitoring and control was carried out in the execution of the Sanitation and Discharge Management Plans approved by 14 municipalities and were completed 248 analysis of point samples of surface and groundwater.

At 2011 The Corporation worked in 22 conservation plans for threatened fauna and flora species. They were carried out 19 environmental control seals. They were seized 102 cubic meters of wood and 738 wildlife specimens.

Regarding the promotion of competitive and sustainable productive processes, the goal of strengthening 35 organizations linked to the Guajira Verde Network.

In relation to the quality of water and air, the 99% reduction in the burden of air pollution. They were carried out 1.839 air quality monitoring in the mining corridor. They were evaluated 11 currents supplying aqueducts and the Noise Decontamination Plan was developed in the department.

Regarding solid waste, The entity contributed to the proper disposal of 89.829 Tons. Nowadays 12 Municipalities already have access to technically adequate waste disposal sites, as landfill and transitional cells. It was fulfilled 100% of the goal of the commitments established in the Comprehensive Solid Waste Management Plans and with the 100% in the implementation and promotion of the jurisdiction's Comprehensive Hazardous Solid Waste Management Plan.

Among the most important achievements in knowledge and information management, The execution of 16 School Environmental Projects. Seven planning meetings of the Interinstitutional Committee on Environmental Education were held and four Citizen Projects on Environmental Education and University Environmental Projects were promoted..

INTERNAL CONTROL

In search of continuous improvement, Corpoguajira, has gradually accentuated its actions in designing tools that allow it to achieve excellence and quality in its management, That is why it has strengthened its control instruments that allow it to permanently advance on the path of the search for excellence., whose effective response to it, is based on exhaustive research into the standardization of strategic processes, missionary, support, improvement and rigor of the internal control system to face the different challenges that arise within the entity.

Promoting a culture of self-control and self-evaluation, has been strengthened through the consolidation of the Integrated Management System, determining risk factors, the full application of strategies at control points that go hand in hand to continue promoting transparency, responsibility, the preservation and maintenance of documentary heritage, through the implementation of the archive committee and the adoption of document retention tables.

Today Corpoguajira is the first official entity in La Guajira with ISO Quality Certification 9001:2008, NTCGP:2009 y Certificación Internacional IQ Net, por parte de ICONTEC.

Officials continue to be trained in the Risk Management component with the support of the Administrative Department of the Public Service, with the purpose of empowering the officials responsible for each process the importance of periodically reviewing the risks inherent in their processes, that allow the formulation of improvement actions.

FINANCIAL INFORMATION.

For the identification process, record, preparation and disclosure of financial statements, Corpoguajira is applying the Public Accounting Regime, adopted according to Resolution No. 222 of 05 July 2006 (by which the Public Accounting Regime is adopted and its scope of application is defined). This Regime is made up of:

• General Public Accounting Plan (Conceptual framework and class structure and descriptions).

• Procedures Manual, adopted according to Resolution 356 of 05 September 2007 (General Catalog of Accounts, accounting procedures and accounting instructions).

• Public accounting doctrine.

Accounting and financial statements of Corpoguajira, adhere to generally accepted accounting standards and practices.

The entity used criteria and standards for evaluating assets and liabilities, in particular the determination of appraisals and the constitution of provisions, as well as those related to the contribution of assets to the development of the state mission, such as depreciation, amortization and depletion of assets.

For the equity recognition of financial facts, economic and social, the accrual basis was applied and for the recognition of budget execution, the cash basis was used in the income received from the Budget and the commitment in expenses..

During the 2011 were collected $1,544.769.258, for Environmental Surcharge, what represents the 103%. We managed to meet budget execution in a 97% of Income and in a 93% of Investment Expenses.

HELLO WINTER

Corpoguajira and the Ministry of Environment, They joined forces to carry out works in San Juan del Cesar, Fonseca, Riohacha, La Jagua del Pilar, El Molino, Dibulla, Villanueva, Maicao y Albania; por valor de $23.000 millones.

As part of these activities, Recovery work has been carried out on several stretches of eroded rivers, through the construction of channeling works, channeling and gabion works in longitudinal and breakwater type walls, for the protection and recovery of the banks of the Cañaverales rivers, Cease, Reeds, Paraguachón, Tomarrazón, El Molino, Villanueva and Tabaco stream.

The entity is working on the construction of a specific channel for surface runoff from a stream located in the urban perimeter of La Jagua del Pilar. For its part in the Paraguachón River, Gabion construction work is carried out for the protection and recovery of the Mantilla sector, Likewise, desedimentation work on the drainage channel of the Paraguachón lagoon, adjacent to the national highway.
