It started functioning from 1985, with jurisdiction throughout the department of La Guajira and headquartered in Riohacha.

In addition to 340 linear kms of coastline in the Caribbean Sea and three protected areas of national character: Natural Sierra Nevada de Santa Marta National Park, The Makuira Natural National Park and Los Flamencos Sanctuary.
