Changes in the climate of the department of La Guajira, They have demonstrated the fragility of ecosystems, of the productive sectors and other systems that make up this geographic space of Colombia. Historically the department registers two periods of rain and two dry periods, and with climate change, the data show how these conditions so marked centuries ago are being reversed with a changing atmospheric system that has not given way to the assimilation and preparation of the communities, increasing their vulnerability and leaving greater negative effects on the population.
Given the above, Regional Autonomous Corporation of La Guajira , in your action plan 2016-2019, prioritized within its actions the Formulation of the Comprehensive Climate Change Plan for the Department (PICC Guajira), for which the Regional Association of Caribbean Municipalities - AREMCA was included.
This project, has been aimed at strengthening territorial planning in the Department, allowing both Territorial Entities, Environmental Authorities, Departmental Governance, Regional Autonomous Corporation, risk management entities, as well as the different productive sectors, communities and other social actors, have an instrument that recognizes the climate change scenarios of the territory and the areas with greater vulnerability and associated risk, allowing in turn the recognition of the most carbon-intensive sectors, in order to guide the formulation and implementation of mitigation and adaptation measures according to the possibilities of each place.
The plan will be a tool for decision making, considering this phenomenon as a cross-cutting issue, to achieve a resilient and carbon efficient territory. It will contribute with the detailed knowledge of the demographic peculiarities of the population, how are their size, its growth rate, their age groups, their demographic structures and their spatial distribution, in a scattered territory, rural e intercultural.
This information will facilitate the generation of structured measures not only reactive in nature., but also adaptive oriented to the areas and sectors that should actually be considered, organizing short strategies, medium and long term, adjusted to the priorities defined under the climate change scenarios.
