In the territory of the department of La Guajira it is also being manifested by the increase in the average daily temperature and rainfall disturbances. All of the above is derived from the increase in emissions of greenhouse gases (GEI) to the atmosphere, as a result of human activities.

Impacts of Climate Change in the department of La Guajira have been felt more severely dry summers, high temperatures and flooding in almost all municipalities in the department. Acute water shortage in the high guajira and forest fires that have recently registered with the municipalities of Dibulla, Fonseca and Villanueva are derived from this phenomenon.

Therefore maximum environmental authority of the department CORPOGUAJIRA, prioritized formulation Integral Plan for Climate Change (PICC), the department of La Guajira looking this a resilient territory and carbon efficient, that you understand and manage the risks associated with climate change and climate variability preventatively and early, to avoid damages on the population, production and environmental systems and higher future costs for reactive measures when emergencies occurred.

The PICC is the starting point to generate a long-term vision, built with the different actors of La Guajira, looking for competitiveness and sustainable development, aim is to establish and provide guidance, strategies, and comprehensive actions and measures agreed for adaptation and mitigation department of La Guajira territory against the effects and impacts of climate change, vulnerability, risks and reduce GHG emissions, as a point of interaction and contribute to the basis for regional articulation of the strategic lines of the National Policy on Climate Change in the consolidation of municipal territories more adapted, sustainable, climate-resilient and low-carbon according to the country's commitments to 2030 and 2040.

PICC formulation is directing its efforts to involve a strong component of socialization that will allow in the future assertive decision-making and implementation of measures to mitigate greenhouse gas; in benefit of all communities in the department taking special emphasis on indigenous communities, African descent, displaced, Children under five and elderly.

The vision of the Plan states that the Guajira year 2030 It will be a reference department of the Colombian Caribbean, in the construction of a resilient spatial development and low carbon, with population formed, able to plan and manage change and climate variability in processes and cycles of planning and land use planning, incorporating education and traditional knowledge in building scientific and technical capacities, and the efficient use of financial resources for the implementation of the Plan; improving food security and governance of natural resources with emphasis on sustainable water management.

Within the Plan, the strategic axes it up groups of programs grouped actions or similar sectoral adaptation and mitigation actions and within these projects established according to the prioritization and selection of adaptation and mitigation are defined, and include commitments and resources to put into operation. Altogether they defined 21 Projects, of which 13 They are adaptive and 8 mitigation.

The PICC will be delivered to the department of La Guajira to start with other entities implementing the program.
