Pact for Transparency of CORPOGUAJIRA
Action plans

Annual Investment Budget

  • Hold public hearings at the territorial offices of the Corporation so that the community, The guilds, and public and / or private entities, present environmental proposals within the framework of the PAT.
  • Hold public hearings in the territorial offices, to consult the opinion of the citizen, on environmental projects to be carried out and on the formulation of environmental plans for protected areas, under the PAT.

  • Enter into service provision contracts under the guidelines of transparency and integrity in management and austerity, established in the Directive 10 of 2002 and Law 734 of 2002 and publicize quarterly, progress in such hiring, in accordance with the guidelines determined by the Ministry of the Environment.

Control Aspects

  • Make known to the community the conditions in which the Corporation receives in administrative aspects, financial, planning, and legal situation, according to the splicing methodology elaborated by the School of High Government of ESAP, without prejudice to other issues that are agreed with the community.
  • Carry out public rendering of accounts to the community in accordance with the guidelines provided by the Presidential Program and in accordance with the provisions of Resolution 5544 of 2003 issued by the Comptroller General of the Republic.

  • Comply with the conditions of restriction to the growth of personal and general expenses, based on the category established for the Corporation by the Ministry of the Environment, Housing and Territorial Development in the immediately preceding year and in accordance with the provisions of the Decree 1669 of 2003, and in the Presidential Directive 02 of 2003.

Commitments of the Monitoring Committee

  • Advance coordinated actions of accompaniment and social control to the management of the Corporation, in particular in the subjects incorporated in the present Pact for Transparency.
  • Make use of the power to challenge before the respective Chamber of Commerce the qualification and classification of the participants in the contracting processes carried out by the Corporation, in the terms provided in the Law 80 of 1993 y el Decreto 856 of 1994 and the rules you add, replace, replace or complement the cited regulations.
  • Appoint a technical manager or coordinator to follow up on this Pact for Transparency who will be in permanent contact with the Presidential Program, with the Monitoring Committee and the Ministry of the Environment, Housing and Territorial Development.

  • Form thematic groups supported by the organizations represented in the Committee, in order to exercise oversight of the Corporation, accompany their processes and monitor and evaluate the specific commitments of this Pact for Transparency.
  • Report periodically to the Presidential Program, to the Ministry of Housing Environment and Territorial Development and to the citizen, with a copy to the Director of the Corporation, on the results of the monitoring and evaluation of the administration's management.
  • Support oversight bodies or citizens in obtaining information when they do not receive a timely or satisfactory response from the Corporation's administration.

Presidential Program Commitments

  • Monitor compliance with the commitments acquired in this Pact for Transparency.
  • Annually publish the fulfillment of the commitments of the Pact for Transparency among the regional autonomous corporations that signed it.
  • Advance coordinated actions of accompaniment and social control to the management of the Corporation, in particular in the subjects incorporated in the present Pact for Transparency.
  • Set up the committee to monitor the commitments of the Pact for Transparency.

Commitments of the Ministry of Environment, Housing and Territorial Development

  • Design and use dissemination mechanisms of the present Pact for Transparency.
  • Support the Presidential Program in the formation of the committee to monitor the commitments of the Pact for Transparency.
  • Appoint a technical manager or coordinator to monitor this Pact for Transparency who will be in permanent contact with the Presidential Program and with the Monitoring Committee.
